JetBrains 放弃 AppCode 是否是一个错误决定？

不算错误。
没人会用AppCode写objc和swift的，jb在这方面完全打不过XCode，因为没有人会在windows/linux上开发mac应用。
为什么ReSharp越做越大，是因为真的有人会在mac/linux上开发windows（或者跨平台）应用。
